The Complainant having reviewed the applicable reports believes the following facts to be true: On August 22, 2025, at approximately 12:03 A.M. Saint Paul police officers was patrolling southbound on Edgerton Street near the four-way stop intersection of Case Avenue and Edgerton Street, in the city of Saint Paul, Ramsey County, Minnesota. The officer observed a gold Chevy Tahoe, MN license plate number JTV108, driving northbound on Edgerton Street approaching the intersection of Case Avenue and failing to make a complete stop at the posted stop sign.
The vehicle then quickly and aggressively turned westbound onto Case Avenue, and the officer could hear the vehicle's tires squealing. While the vehicle was driving westbound on Case Avenue, it actually entered the oncoming traffic lane and drove almost 50 feet before correcting itself. The officer had seen enough and tried to initiate a traffic stop using their emergency lights. The Tahoe’s brake lights illuminated, but it did not pull over right away, instead finally coming to a stop over a block away at Case Avenue and Bradley Street.
Due to the vehicle’s aggressive driving and prolonged traffic stop, the officer waited until additional officers arrived on scene. Upon face- to-face contact, the officer saw the vehicle had two occupants. The officer wanted both the driver and passenger to step out of the vehicle for safety reasons. When instructed to unlock the door and step outside, however, the driver did not respond, nor did he show arms as requested. The officer gave this command numerous times, yet the driver still would not respond.
The officer then reached inside the window to unlock the door, opened the driver door, unbuckled the driver’s seat belt, had him step out of the vehicle, and placed him in handcuffs. The driver was identified Victor Anthony Johnson [DOB REDACTED], driver’s license number Y145234169310, Defendant herein. Officers observed open alcoholic beverage containers near the center console in the back row of seats. They also noted a strong odor of an alcoholic beverage from Defendant, bloodshot/watery eyes, slurred speech, and he admitted to drinking.
Defendant preformed poorly on field sobriety tests. He was then placed under arrest and transported to Ramsey County Jail for testing. At 12:56 AM, after hearing an advisory of his rights, Defendant refused to take a breath test, saying he did not have to because he was not intoxicated.
