On September 29, 2025, officers of the Bloomington Police Department responded to reports of a person threatening to burn down an apartment located at 41XX 98th Street W., city of Bloomington, Hennepin County, Minnesota. Officers arrived on scene and could detect the odor of burning materials. Officers contacted the Reporting Party (RP) who informed officers that his aunt, WITNESS K. A., indicated that her son, IBRAHIM MOHAMED BUDUL ([DOB redacted]), DEFENDANT herein, was attempting to set the apartment—a residence—on fire.
Due to WITNESS K. A. Not speaking English, she instructed RP to call 911. WITNESS K. A. Attempted to allow officers into the apartment with her key; however, the door was barricaded by furniture. Officers breached the door and immediately detected a stronger odor of burning materials emanating from inside. Officers located DEFENDANT in the kitchen where they observed multiple pieces of burnt debris to include towels and melted plastic and other damage on the kitchen floor. Officers also observed burn marks and other damage to the carpet of the living room along with debris from multiple burned paper towels.
Officers spoke with WITNESS K. A. Through her nephew RP. According to WITNESS K. A., DEFENDANT was experiencing a mental health episode and told her that he was going to burn their house down. WITNESS K. A. Then observed DEFENDANT lighting towels on fire from the burner on the stove and placing them on the ground, initiating several small fires. Panicked, WITNESS K. A. Stomped on the fires and fled the apartment to seek aid. DEFENDANT then barricaded himself inside. Officers were able to observe burn marks and soot on the bottom of WITNESS K. A.’s shoes consistent with her account.
Fire Investigators reviewed the scene and concluded that the burnt items were intentionally set and concluded that towels were most likely lit from the gas burners of the stove and placed onto the ground. After the incident, officers learned that DEFENDANT suffers from multiple mental health disorders and requires various prescribed medications. DEFENDANT is not presently in custody.
