On January 30, 2026, at approximately 7:12 P.M., Minnesota State Patrol Troopers were on routine patrol in the West Metro District near northbound I-94 and 49th Avenue in Minneapolis, Hennepin County, Minnesota. While on patrol, Troopers observed a tan Nissan Altima displaying expired Minnesota registration tabs (07/25) and bearing Minnesota license plate [PLATE REDACTED]. Troopers positioned their squad directly behind the vehicle and activated emergency lights to initiate a traffic stop. The driver failed to stop and instead proceeded through the three-way stop at the exit from northbound I-94 onto 49th Avenue, continued westbound, drove through the four-way stop at 49th Avenue, and fled at a high rate of speed southbound on Lyndale Avenue.
For safety reasons, Troopers deactivated their emergency lights and did not pursue the vehicle. Dispatch was notified of the fleeing vehicle. The identity of the driver was unknown at that time. On February 2, 2026, New Hope Police officers received a FLOCK alert indicating that the same vehicle, associated with a “Keeping Our Police Safe” (KOPS) alert, was traveling westbound on 36th Avenue North from Welcome Avenue toward New Hope, Hennepin County, Minnesota. While attempting to intercept the vehicle near 36th Avenue North and Winnetka Avenue, officers received an additional FLOCK hit at 36th Avenue North and Nevada Avenue for the same vehicle.
Officers then observed a gold Nissan bearing Minnesota plate FBK466 traveling westbound on 36th Avenue North past Winnetka Avenue. Officers turned around, confirmed the plate number, and followed the vehicle as it entered the Bella Vista Apartments located at 8100 36th Avenue North. Officers activated emergency lights and conducted a traffic stop. The driver exited the vehicle at the officer’s direction and walked back toward the squad. He was detained in handcuffs and identified himself as Ketrell Gerald Rogers [DOB REDACTED], hereafter “Defendant.” A pat search was conducted, and Defendant was placed in the rear seat of squad 111. While seated in the squad, Defendant made several spontaneous and unsolicited statements, including but not limited to: “I know my tabs are expired,” “If this is about me pulling off the other day, I was scared this was going to happen,” “I thought you guys were going to take my car,” “I have no insurance on the car and my tabs are expired,” and “I guess I should’ve stopped.” These statements indicated Defendant’s awareness of both the expired registration and his prior failure to stop for law enforcement.
Officers contacted the Hennepin County Clerk, who coordinated with the Minnesota State Patrol regarding the KOPS alert. A responding State Patrol Trooper arrived on scene and took custody of Defendant after Defendant admitted to fleeing from State Patrol during the earlier incident. Defendant is currently in custody.
