The Complainant having reviewed the applicable reports believes the following facts to be true: On January 16, 2026, at approximately 12:30 AM, officers with the St. Paul Police Department were on routine patrol in the area of Thomas Avenue and Dale Street in the City of St. Paul, Ramsey County, when they observed a red truck pulling a trailer that was traveling at a high rate of speed. The trailer appeared to be emitting sparks on the roadway behind it. The vehicle then ran a red light while making a left hand turn.
Officers conducted a traffic stop. Officers approached the vehicle and immediately observed a black handgun sitting partially wrapped in a handkerchief within easy reach of the driver, who was the sole occupant of the vehicle. Officers removed the handgun from the vehicle and had the driver step out. The driver was subsequently identified via his driver license as NICHOLAS DELANEY HODURSKI [DOB REDACTED], Defendant herein. While officers interacted with Defendant, they noticed the strong odor of alcohol coming from his person.
Defendant denied the gun or the truck was his. However, one of the officers knew Defendant from prior stops and also knew Defendant had been driving the same vehicle during those stops. Defendant did admit he had been drinking that day as he had been feeling depressed. Defendant was arrested and transported to the Ramsey County law enforcement center. Once at the LEC, officers asked Defendant to submit to standardized field sobriety tests. Officers observed multiple clues of intoxication during each test.
Defendant submitted to a preliminary breath test that showed a blood alcohol concentration of 0.132. Defendant was escorted into the LEC after tests and provided the breath test advisory. Defendant submitted to a DMT breath test that resulted in a BAC of 0.12. Testing was complete within two hours of the initial stop. In a search of Defendant's vehicle, officers located multiple piles of shell casings, a mostly empty bottle of New Amsterdam watermelon flavored vodka, an empty "shooter" bottle of Dr. McGillicuddy's wild grape liqueur, an empty "shooter" bottle of Fireball cinnamon flavored whiskey, and a broken bubble glass pipe.
At the time of the incident, Defendant did not have a valid permit to carry a pistol. Defendant is also ineligible to possess a firearm as he has a conviction for Second Degree Burglary, entered July 12, 2022 in Court File No. 62-CR-21-4543, the maximum penalty for which is ten years' imprisonment.
