On November 18, 2024, at approximately 2133 hours, Inver Grove Heights Police Officers were dispatched to a theft report that occurred on the 6700 block of Benton Circle, Inver Grove Heights, Dakota County. The reporting party, P.M., stated that he was walking his dog and observed a 2011 Chevy Equinox with license plate [PLATE REDACTED] near the guest parking of the townhome association. Near the guest parking was several pallets of roofing shingle bundles that were being used to replace the roofs of the townhomes.
The driver of the Equinox saw P.M., drive away, and turn off the vehicle's lights. P.M. Went into his home to grab his phone to take a picture and when he returned back outside, the driver moved the Equinox so that it was backed up in front of the shingles. P.M. Observed the driver loading bundles of shingles into the Equinox. P.M. Yelled at the male who then got into the Equinox and drove away. P.M. Was able to describe the male. Officers learned that the license plate registered to an Equinox owned by JAIME JAVIER AUSENCIO BELTRAN, Defendant herein.
The Defendant's DVS information matched P.M.'s description of the driver. A KOPS alert was placed on the vehicle. In total, 240 bundles of shingles at $41 per bundle and one roll of ice and water barrier at $96.43 was discovered to be missing totaling $9,936.43. On November 16, 2025, Ring Security surveillance showed a Chevy Equinox driving toward the pallets of shingles and then its lights turn off as it reversed up to them. On November 20, 2025, Officers learned that the shingles were being sold on Facebook Marketplace.
Officers coordinated with the seller to pick them up and confirmed that 90 bundles of shingles with the Benton Circle lot number 620588 were on the label confirming they were the stolen bundles. The seller was identified as J. A. P. Z. He and his girlfriend, R. S. A. G., confirmed they purchased the bundles from the Defendant for $5 a bundle and were reselling them. R. S. A. G. Showed Officers the conversation she had with the Defendant to purchase the bundles from him through WhatsApp. The WhatsApp phone number was confirmed to belong to the Defendant.
The Defendant delivered the bundles to R. S. A. G. And J. A. P. Z. At their address at [ADDRESS REDACTED], Brooklyn Center, Hennepin County. The 90 bundles were then returned to the town home association in Inver Grove Heights. The remaining bundles are still missing. The 90 bundles are valued at approximately $3,690. Officers located the Defendant and discussed the case via telephone. The same number confirmed to be Defendant's and the same number used for WhatsApp with R. S. A. G. The Defendant stated that he did take a single package of shingles from Inver Grove Heights on November 18, 2024. He recalled seeing someone out walking their dog.
