On March 13, 2026, officers with the St. Louis Park Police Department responded to the Cub Foods (“the Store”) located at [ADDRESS REDACTED] South in St. Louis Park, Hennepin County, Minnesota on report of a wallet theft. Officers arrived at the Store and spoke to a known female (“Victim”). Victim [NAME REDACTED] was shopping in the Store when she placed her wallet on her shopping cart. Victim [NAME REDACTED] from her cart to grab an item. When she turned back to her cart, she noticed that her wallet was missing.
Victim looked around the area but could not locate her wallet. Victim [NAME REDACTED] one of the Store’s loss prevention employees (“the Employee”). The Employee reviewed surveillance footage which showed a male removing the wallet from Victim’s shopping cart. The male placed the wallet in his pocket and left the Store. The male entered a vehicle and left the area. Officers utilized law enforcement databases and found the vehicle’s license plates. The vehicle was registered to Lucious Lee Taylor [DOB REDACTED] (“Defendant”). Officers obtained a known photograph of Defendant and compared it to the male in the surveillance video who stole Victim’s wallet.
Officers believed that Defendant was the person who stole Victim’s wallet. While officers were speaking with Victim, [NAME REDACTED] on her phone that one of her cards were used at Finish Line, which was a nearby store. The amount attempted on the card was $530.00. Victim [NAME REDACTED] indicating that she did not attempt the purchase. The card was then locked. Officers went to the Finish Line store and spoke to its employees. The employees stated that a male, who matched Defendant’s description, had used a card which was declined.
A few weeks later, Victim contacted officers regarding additional purchases from her card. Victim [NAME REDACTED] was a second transaction, from Finish Line, in the amount of $427.00. Victim [NAME REDACTED] was unaware of this transaction until just recently. Victim spoke to her bank and learned of a third attempted transaction for another store called JD Sports. This transaction was for an unknown amount. Officers reviewed surveillance footage from Finish Line. The footage revealed Defendant and an unknown female attempting to use the cards together to complete transactions.
One of the transactions was completed in the amount of $427.00. A second transaction was declined in the amount of $530.00. Both of those transactions utilized Victim’s card from her wallet. Due to the nature of this offense, bail is requested to ensure public safety.
