On or about March 1, 2026, at approximately 1:16 P.M., an officer with the Blaine Police Department responded to a two-vehicle collision in the area of Lexington Avenue NE and Ball Road NE in the City of Blaine, Anoka County, Minnesota. The officer arrived on scene and made contact with one of the drivers, identified as ALEXANDER EDWARD HANNIBAL [DOB REDACTED], herein after Defendant. The second driver informed law enforcement that Defendant may have been impaired. Upon contact with Defendant, law enforcement observed multiple signs of impairment.
Law enforcement administered standard field sobriety tests, to which Defendant performed poorly. Following the tests, law enforcement inquired with Defendant about narcotic use. Defendant denied any illegal substances would be located in his vehicle. Defendant consented to law enforcement searching his vehicle. Law enforcement then began to search Defendant’s vehicle. During the search, law enforcement located a plastic tie-off baggie in the center console of the vehicle. The baggie held a brown, sand-like substance that appeared to be a narcotic.
The substance field-tested positive for heroin. Law enforcement secured the baggie. Defendant was ultimately placed under arrest for Driving While Under the Influence. The baggie was sent to the Midwest Regional Forensic Laboratory for testing. Subsequent testing confirmed the substance weighed.199 grams and contained a mixture of fentanyl, xylazine, heroin, and acetyl fentanyl.
