On 10/02/2025, Detective Mannin, conducted an alcohol and tobacco compliance check at Liquor Barrel, located at [ADDRESS REDACTED] in the City of Centerville, County of Anoka. The Detective, using a person with the initials M. S., who was under the age of 21, sent M. S. Into the establishment to purchase one tobacco product and one alcohol product. Prior to entering the establishment, Detective Mannin provided M. S. With cash for the purchase. Without being questioned about her age or asked for an Identification, M. S. Was allowed to purchase one bottle of Barefoot Moscato, which is 9% alcohol by volume, and two Loon Air vapes that contain 6% nicotine each.
M. S. Received a receipt for this purchase along with $14.51 in change. M. S. Exited the establishment and reported to the Detective, who collected the items as evidence and asked for a description of the employee who sold the items to her. M. S. Stated the employee was an Asian male with black hair wearing a white shirt. Detective Mannin then entered the business and made contact with the employee who matched the description. This employee was identified as MONGAL SINGH SUBBA ([DOB REDACTED]), herein the defendant.
Detective Mannin advised the defendant that he failed both the tobacco and alcohol compliance checks. The defendant stated he was the only employee at the location at the time.
