On February 20/20/2025, at approximately 11:26 A.M., Hopkins Police Officers were dispatched to Holiday Gas Station at [ADDRESS REDACTED] North in the City of Hopkins, Hennepin County, Minnesota, on a report of a hit and run accident. The reporting party, A. N., stated that the male in the other vehicle stopped but was not responding appropriately. Officer Klochan called A. N. Back and N. N. Answered the phone and stated that the other driver was parked in front of them and in his vehicle and both vehicles were still in the parking lot.
Upon arrival, Officer Klochan arrived and located A. N. And N. N. Parked behind a 2023 Black Nissan Murano SUV bearing Minnesota license plate [PLATE REDACTED]. Both A. N. And N. N. Stated the driver of the Nissan was not okay to drive. Officer Klochan approached the Nissan and observed NOAH NEEJ TSHIAB FREDERICKS, [DOB REDACTED], the defendant herein, seated in the driver’s seat. The vehicle was running and the windshield wipers running. Officer Klochan spoke with the defendant and observed the defendant had pinpoint pupils, dried vomit on his hoodie, slow and slightly slurred speech.
Officer Klochan had difficulties understanding what the defendant was saying. Officer Klochan asked the defendant for his driver’s license and proof of insurance, and it took the defendant two minutes to produce it because he had a hard time focusing. The defendant denied consuming any drugs and stating that he just vapes nicotine. The defendant did state that he suffers from schizophrenia. The defendant was instructed to exit the vehicle. The defendant’s gait was unsteady. When asked, the defendant denied consuming any drugs.
The defendant started to walk backwards and tripped on the curb falling down. Officer Klochan administered field sobriety tests on which he performed poorly. The defendant displayed all six clues of impairment on the HGN test, vertical nystagmus, difficulties following instructions, and very poor balance. The defendant submitted to a preliminary breath test which revealed the absence of alcohol. Officer Klochan believed the defendant was impaired and unfit the drive a motor vehicle. The defendant was placed under arrest and transported to the Hopkins Police Department.
The defendant’s vehicle was searched and Officer Klochan observed a white powdered substance inside a capsule in the cupholder of the center console. Officer Klochan requested and obtained a search warrant for a sample of the defendant’s blood and urine. Another officer requested the assistance of a Drug Recognition Evaluator (DRE) who responded to the Hopkins Police Department and stated that the defendant needed to be evaluated by paramedics as his pupils were now two different sizes. The defendant was transported to Methodist Hospital where a sample of the defendant’s blood was obtained.
