On April 26, 2026, at 11:11 A.M., officers in full uniform and operating a marked squad responded to the area of Portland Avenue South and 19th Street East in Minneapolis, Hennepin County, Minnesota, on a report of a suspicious vehicle called in by multiple individuals. Upon arrival, officers observed a vehicle bearing Minnesota license plate [PLATE REDACTED] stopped in the street. Officers confirmed the vehicle was stolen. A male, later identified as Sumeng Vang ([DOB REDACTED], hereafter “Defendant”), was seated in the driver’s seat, slumped over.
Witnesses on scene informed officers that they had removed the keys from the vehicle’s ignition. Officers approached the driver’s side door, opened it, and took control of Defendant’s arms. Officers identified themselves and informed Defendant he was under arrest. Defendant was removed from the vehicle, escorted to a squad car, searched incident to arrest, and placed in the rear seat of the squad. Officers then spoke with an individual, hereafter “Victim,” who reported being the owner of a nearby sedan that had been struck.
Victim [NAME REDACTED] was alerted by a neighbor that his vehicle had been hit. Upon going outside, Victim observed Defendant’s vehicle in the street making contact with his vehicle. Victim [NAME REDACTED] inside the vehicle while Victim and others moved the vehicle backward to allow traffic to pass and removed the keys from the ignition. Defendant was transported to the Hennepin County Jail. On April 27, 2026, a Minneapolis investigator was assigned to the case for further review. Officers reviewed Minneapolis Police Case Number 26-107087, which involved the theft of the same vehicle from [ADDRESS REDACTED] South, Minneapolis, Hennepin County, Minnesota, on April 24, 2026, at 2:00 P.M. Surveillance footage from that incident shows a male, later identified as Defendant, wearing a gray hooded sweatshirt, black jeans, and white shoes with a distinctive dark block logo.
This clothing matched what Defendant was wearing at the time of his arrest. The footage shows Defendant entering the vehicle and driving away. Additional footage shows Defendant prowling the parking lot and attempting to open multiple vehicle doors. Defendant is currently in custody.
