On February 25, 2026, at approximately 3:37 PM, Officer Holty with the Rochester Police Department responded to a report of a missing package at an apartment complex in Northwest Rochester, Olmsted County, Minnesota. He spoke with an adult male, fully identified in police reports (hereinafter “Victim”), who stated he had a package containing a cell phone delivered and subsequently stolen the day before. Victim [NAME REDACTED] was not the first package he’s had stolen. Officer Holty met with a staff member and reviewed surveillance footage.
In the video, a man Officer Holty later identified as JORGE LOZANO, [DOB REDACTED], entered the mail room, took the package, concealed it under his shirt, and walked into an apartment unit in the building. The staff member stated Lozano is not on the lease, but he is known to stay in that unit. On March 4, 2026, Officer Holty responded to a trespass call at a business in Northwest Rochester, Olmsted County, Minnesota. Upon arrival, Officer Holty identified the suspect as Lozano. In a Mirandized statement, Lozano admitted to stealing the package.
He stated he felt like he “hit the jackpot” when he realized the package contained a cell phone. Lozano told Officer Holty he sold the phone to another individual. Lozano was arrested and searched incident to arrest. Officer Holty located a substance that Lozano stated was fentanyl in Lozano’s left shoe. The substance tested presumptive positive for fentanyl and weighed 0.48 grams without packaging. PLEASE TAKE NOTICE: YOU MUST APPEAR FOR EVERY COURT HEARING REGARDING THIS CASE.
