On 11/14/2025 at about 2334 hours, St. Paul Police spotted a male driving a moped south on a bicycle trail along Johnson Pkwy towards Ames Ave in St. Paul, Ramsey County. The officer stooped the moped. The moped was not displaying a license plate, its ignition wires were visibly torn out, and it had been spraypainted black. All of these conditions are commonly seen in stolen vehicles. The driver resisted identifying himself and then provided the officer a false identity. The false identity was that of an actual person.
The driver’s actual identity was obtained using IBIS; Bee YANG ([DOB REDACTED]). YANG had multiple active warrants and was arrested. When police checked the moped’s VIN, they confirmed that it was stolen. In a post-Miranda interview, YANG said he bought the moped from a friend two days earlier at a homeless encampment for $50. YANG said he did not know the friend's name. YANG said he did not know how to start the moped, but that his friend showed him how to start it by "kickstarting it" and touching the ignition wires together.
YANG said that he knew what "hotwiring" a vehicle meant and admitted that he knew the moped was stolen. Finally, YANG admitted that he provided police a false name of another person. For purposes of Rule 6.02, YANG is on probation and has an open Auto Theft case (••-CR-••-••••).
