Complainant is sworn officer of the St. Peter Police Department. On November 4, 2025, at approximately 11:28 P.M., SERGEANT JOSHUA KLASEUS was on routine patrol traveling southbound on Minnesota Avenue and observed a vehicle traveling north from the area of Broadway Avenue, in the City of St. Peter, County of Nicollet, State of Minnesota. SGT. KLASEUS observed this vehicle to be traveling towards him with its high beams on. SGT. KLASEUS activated his forward facing radar and observed the vehicle’s speed to increase to 50 mph in a 40 mph zone.
SGT. KLASEUS activated his rear radar and observed the vehicle’s speed remain at 50 mph. SGT. KLASEUS turned around and caught up to the vehicle, identifying it by Minnesota license plate [PLATE REDACTED], a black 2017 Kia Rio. SGT. KLASEUS activated his emergency lights and initiated a traffic stop of the vehicle as it approached St. Julien Street. As SGT. KLASEUS exited his squad car and began approaching the vehicle on the driver’s side, he observed the rear window to roll down and then back up.
SGT. KLASEUS contacted the female driver and lone occupant at the driver’s side window. SGT. KLASEUS immediately smelled the odor of an alcoholic beverage coming from within the vehicle. SGT. KLASEUS observed the driver’s eyes appeared to be very glassy. SGT. KLASEUS identified himself and explained that he stopped the driver for speeding and driving towards oncoming traffic with her high beams on. SGT. KLASEUS observed the blue light icon on the dash indicating that the high beams were still active.
The driver provided her Minnesota driver’s license that identified her as NNEKIA LEA ANSELMO-RISER, [DOB REDACTED], the DEFENDANT herein. SGT. KLASEUS then asked DEFENDANT to step out of the vehicle to perform field sobriety testing. DEFENDANT was asked to perform the Horizontal Gaze Nystagmus test, the Walk and Turn test and the One Leg Stand test. DEFENDANT showed signes of impairment during each test. DEFENDANT gave a Preliminary Breath Test (PBT) which revealed.135 BAC. SGT. KLASEUS placed DEFENDANT under arrest for Driving While Intoxicated and transported her to the Nicollet County Jail at approximately 11:47 P.M. At approximately 12:04 A.M., SGT. KLASEUS read DEFENDANT the Breath Test Advisory.
DEFENDANT replied that she understood the advisory. DEFENDANT stated that she did not wish to speak with an attorney. DEFENDANT would also not provide her phone number or confirm her address. SGT. KLASEUS asked DEFENDANT if she would take the breath test and she replied, “I already took it.” SGT. KLASEUS explained that she gave a preliminary breath sample or roadside test and DEFENDANT stated, “That’s enough for me.” SGT. KLASEUS again asked DEFENDANT if she would take the breath test and she replied, “I’m not taking nothing I already took a test.
