On April 6, 2026, at approximately 9:23 P.M., Saint Paul Officers responded to Higher Ground, 5th Street, Saint Paul, County of Ramsey, on a call. Officer Fritz arrived and spoke with MDR. MDR is hard of hearing and communicated with Officer Fritz through writing. MDR reported he was in his room lying down when a male-later identified as TERRICK NEIL MOORE, [DOB REDACTED]-entered and took his wallet. He tried to stop MOORE, and followed him into the hallway. MOORE pushed him away. He followed MOORE down the stairs and told him to return his wallet.
MDR tried to wave at staff at the shelter, but no one was at the desk. MDR tried to stop MOORE again, but he pushed him again and went out the door. MDR said his wallet had his Minnesota identification card and a few other cards. MDR had a red scratch on his eyelid. When asked if the injury was new, MDR said it could be. A witness said he heard a lot of yelling and someone saying to “give back his wallet.” The witness exited his room with a baseball bat, and saw MDR and MOORE walking down the hallway toward the elevators.
Officer Fritz watched video that showed MDR walking down the stairs to the second floor with a Black male wearing blue jeans, white and black shoes, a red hooded sweatshirt with a white or gray sweatshirt underneath, a black puffy jacket, a black mask over his face, and a dark colored baseball hat. MDR stepped in front of MOORE and tried to stop him. MOORE pushed MDR and struck him with his right hand and his left arm. MDR moves and MOORE exited out the door. MOORE was located in the shelter sleeping, and was arrested.
During a search, a wallet with MDR’s Minnesota identification card was found in his pocket. MOORE’s hood had a black ski mask. MOORE declined an interview with an investigator.
