On April 28, 2026, at approximately 8:16am, Anoka County Sheriff's Office Deputy Mobraten was dispatched to a residence on Hwy 65 NE in East Bethel, Anoka County, MN, regarding a physical domestic incident involving the victim, T. L. C., and her boyfriend, ARNOLD JOHN CLEMENSEN ([DOB redacted]), the Defendant herein. T. L. C. Reported that she had been dating Defendant for 2 years and had broken up with him 2 months earlier. She said he does not live with her and has his own home in Isanti. She said she woke to find him uninvited in her bedroom.
She said she did not want him there but did not want to fight, so she tried to de- escalate the situation. She said the residence was locked and that he does not have a key. She did not know how he got in. She further reported that Defendant wanted the keys to her car because he paid for it and believed it was his. She said the vehicle is in her name and that he bought it for her after he damaged her previous vehicle. She said they began fighting over the keys, and he eventually sat on her chest, at which point he made comments about killing her and her new boyfriend.
She said he remained on top of her for about a minute and that she had difficulty breathing. She eventually managed to kick him off. She explained that he now had her keys and that she was trying to stop him from leaving with them. She said he got into the driver's seat and put the car in reverse while she was sitting on the car to stop him from leaving. He then drove it forward, stopped, threw the keys, and ran away on foot after she refused to get off the car. During a post-Miranda statement, Defendant stated that T. L. C. Was upset with him because his ex had called her the previous day.
He said she became upset, jumped on his back, and he then left to get away from her. He denied driving the car with T. L. C. On the hood. He said she was at his house the night before and took off in the car with him hanging out the passenger-side door. He confirmed they had been dating for two years and that he did not have a key to her residence. However, he claimed he was still staying at her residence on and off. He confirmed he paid for the vehicle and claimed it was in T. L. C.'s name for insurance purposes.
While en route to the jail, Defendant stated that he arrived at T. L. C.'s house that morning and that she became upset when he woke her to have sex. As of the filing of this complaint, Defendant is in the custody of the Anoka County Jail. According to court records, he appears to have at least 8 prior felony convictions, including at least 3 for burglary and several for theft. He also has prior convictions for assault, DWI, fleeing, and other offenses. Additionally, he has a pending second-degree felony burglary charge in Isanti County (••-CR-••-••••).
