The CI stated they were going to meet PADILLA in the area of 1105 24th Street NW in Willmar, Kandiyohi County. The CI believed PADILLA lived in this apartment complex but was unsure of the apartment number. PADILLA lists 1105 24th Street SW, [APT REDACTED], on his Minnesota driver’s license. Agent Hennes provided the CI $100 in pre-recorded task force funds and activated an audio transmitting device, which was given to the CI. At around 1802 hours, the CI can be heard on the audio recording device speaking to another male, later identified by the CI as PADILLA by an unmarked photograph.
Agent Hennes had previous contacts with PADILLA and believed it to be PADILLA’s voice as well. At approximately 1806 hours, PADILLA can be heard telling the CI PADILLA only has.1, referring to.1 grams. The CI returned to the previously decided location and turned over the substance they had purchase from PADILLA and $89.00 in task force funds. The substance was a piece of tinfoil which contained a white substance that tested positive for fentanyl. The evidence recovered: Item #1: tinfoil containing white powder which tested positive for fentanyl and weighed.04 grams without packaging.
