All of the conduct described herein occurred within the County of St. Louis, State of Minnesota, unless otherwise noted. On March 17, 2025, Special Agent Rezny of the DPS received a tip from the Alcohol & Gambling Enforcement tipline. The tip indicated that the owner of Billy's Pit Stop Pub 'n' Grub and other employees played pull-tabs from the bar, while using the identification card of G. B. To collect the pull tab prizes and while G. B. Was incarcerated. In a follow up, the person who provided the tip indicated that the owner of the bar would take identification when a person is opening up a tab, rather than a credit card.
The tip identified Carla Dombrowsi, hereafter Defendant, as the owner of the bar, which is located in Buhl, Minnesota. Agent Rezny confirmed the owner of the bar as Defendant through a records check. Agent Rezny also confirmed that G. B. Was incarcerated from July 8, 2024, through January 23, 2025. On March 20, 2025, Agent Rezny, accompanied by an employee of the Gambling Control Board, Joel Doran, went to the bar to perform an inspection of the bar's gambling equipment and records. Agent Rezny entered the bar and made contact with a woman who identified herself as Defendant.
Agent Rezny indicated they were there for an inspection of the gambling equipment. Defendant stated, "You go right ahead," and pointed at the pull-tab area. Mr. Doran began inspecting the gambling equipment, while Agent Rezny began using his computer. Mr. Doran informed Agent Rezny that he had found prize receipts with G. B.'s name on them and located G. B.'s identification on top of the pull-tab box near the license scanner. Based on this, Agent Rezny drafted a search warrant and submitted it to the Court.
While the warrant was being processed, Agent Rezny spoke with Defendant. Agent Rezny informed Defendant of the complaint they received. Defendant then gave a Mirandized statement. Defendant claimed G. B. Was a friend and that he had been at the bar recently. When Agent Rezny asked Defendant if she had ever used G. B.'s identification for anything she shouldn't, Defendant replied, "absolutely not." When asked if she ever used the identification to claim pull-tab prizes, Defendant stated, "why would I do that?" When asked, Defendant claimed there would not be identification swipes for pull-tabs while G. B. Was incarcerated.
Shortly after this, Defendant walked away to answer a phone call. Agent Rezny contacted G. B. Regarding the incident. G. B. Claimed he was in St. Cloud that morning and advised Agent Rezny to speak with his attorney. Agent Rezny explained he believed he may be the victim [NAME REDACTED]. G. B. Stated the bar was his previous address, but would not confirm if he was there or not. Agent Rezny ended the phone call. Agent Rezny received a signed search warrant for the bar and Defendant's person. Agent Rezny searched Defendant's purse pursuant to the search warrant.
