That on October 16, 2025, at approximately 4:43PM, Officer Hanson #405 and Officer Banaszewski were assigned to the Bloomington Police Department Street Crimes Unit. Officers observed one male jaywalking/not using the marked crosswalk across Penn Ave, just north of the American Blvd crosswalk in Bloomington, Hennepin County, Minnesota. It should be noted that the male was also crossing against the stop hand on the semaphore while walking westbound. Officer Banaszewski removed the BWC from his vest, held it up, and recorded the violation.
Officers made contact with him at the intersection of American Blvd/Penn Ave. The male verbally identified himself as FRANK LEE BOOKER [DOB REDACTED]. He said he had a suspended license out of Illinois. While running routine checks on "Frank", neither officers nor dispatch found a match in that state. Officers looked up "Frank" in the Accurint database and found a possible match that indicated Frank lived at [ADDRESS REDACTED] in Maple Heights, Ohio. "Frank" claimed he never lived in another state, which made officers believe the information he was providing me was fictitious. "Frank" claimed he had nothing on his person, credit, debit card, or community card with his name on it.
He admitted to having a phone but did not want officers looking through it. "Frank" said he had been arrested in Illinois previously, but would not say when or for what. He also denied ever being arrested in Minnesota. Both officers searched MRAP booking photos and were unable to find a positive match. To verify his identity, officers asked for his Social Security number, which he claimed he did not know. Officers asked if he knew the last four digits of his social, but he also claimed that he didn't know that either.
Officers believed he was providing false information to avoid an arrest warrant. Officers also used the "IQ" database and observed no previous contacts with the name he provided. "Frank" claimed he had a previous contact with the St. Paul Police Department, where there was a disturbance. Officer Banaszewski called the St. Paul PD and was unable to speak with anyone in dispatch to verify. Officers asked dispatch if there was an IBIS that an officer could bring to our location. Walmart COT officers said they had one, but are contractually prohibited from leaving their post.
Other streetcars were busy and unable to transport the IBIS to us. Officersprovided one last chance for "Frank" to reveal his real name, but he claimed the name he had provided was his true identity. Officers placed "Frank" under arrest for false information, and he was transported to the Bloomington Police Department. Upon arrival, "Frank" was fingerprinted, which revealed his real identity, Jimmy Lee Tatum, [DOB REDACTED]. Officers ran routine checks on TATUM to see that he was the subject of a Felony Hennepin County Threats of Violence warrant for his arrest, warrant #25425507, with a $30,000.00 bond.
