The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: Initial Contact (Roseville PD CN 26-018441) On June 9, 2026, at about 7:30pm, Roseville Police responded to the Roseville Cub Foods, [ADDRESS REDACTED]. N., Roseville, Ramsey County on a report of theft. Employees there told officers that a male customer had been aggressive and hostile and had taken several items of merchandise without paying. The man was located nearby and identified as the defendant, JOSEPH DAMARCUS STUART ([DOB REDACTED]) aka Joseph Damarcus Stuart ([DOB REDACTED]). The stolen property was recovered.
The defendant was given a citation for misdemeanor theft and trespassed from the store and the surrounding Har Mar Mall. He was hostile throughout the encounter. He told officers, “I don’t give a f*** and I will go back.” He was warned that he would be arrested if he did in fact return. Officers saw him walk away along Snelling at about 8:00pm. Calls to 911 A short time later, Ramsey County Emergency 911 began to receive a series of calls from a man who demanded to speak with a Roseville Police supervisor.
The man said that he had just been treated badly by officers near the Roseville Cub and denied having stolen from there. He refused to identify himself by name, but his voice matched that of the defendant. In further calls, he then claimed to be the “brother” or “friend” of the person accused of theft. But his voice and attitude were the same on all of the calls. He repeatedly yelled at dispatchers and warned that matters could become violent. The Roseville sergeant who had interacted with the defendant earlier returned to the area and saw the defendant still walking on Snelling.
The sergeant called the number provided by the 911 caller. As the sergeant watched, the defendant answered. The defendant screamed at the sergeant, refused to speak with him - even as the sergeant drove up beside him - and again demanded to speak with a supervisor. The defendant then made several additional calls to 911. He continued to be hostile and aggressive. At the end of a final call, he said that he would simply call Cub Foods and get his property (the stolen merchandise) back. Threat to Cub Shortly after that, 911 received a call from the Roseville Cub.
An employee there said that a man had threatened to shoot up the store. Roseville Police responded and found the store locked, although it was scheduled to be open, with no one to be seen inside. After officers repeatedly knocked on windows, a manager finally emerged from a back room. He was identified as SDG ([DOB REDACTED]). He and other employees appeared very frightened. SDG said that a short time earlier, the store received a hostile and aggressive call from a man who said that the man’s “friend” had been arrested earlier and the man’s property had been taken.
