On August 24, 2025, Officer Jason Witt with the Woodbury Police Department was on a routine patrol with his field trainer, Officer Miller. While Patrolling in the area of Century Ave and I94, in Woodbury, Washington County, Minnesota, he observed a white Chrysler Sebring driving with a significantly damaged windshield that would impair the vision of the driver. Officers Witt and Miller followed the vehicle and eventually stopped the vehicle for the windshield violation on I-94 near the 694 interchange.
Officer Miller contacted the suspect on the Drivers side of the vehicle while Officer Miller approached from the passenger side. The driver of the vehicle was identified as JACOB JOHN SKINNER, [DOB REDACTED], Defendant herein. Officer Witt was able to observe an open package of marijuana inside of the vehicle. Officer Miller was able to observe the cap from a hypodermic needle. Defendant had sunken in cheeks and looked very different from his drivers license photo. Defendant also spoke about his history of drug use, which included a recent relapse.
Based on the open marijuana container, the hypodermic needle cap, Defendant's appearance, and Defendant's own statements about his prior drug use, Officer Witt expanded the scope of the traffic stop and informed Defendant that he would be searching his vehicle. During the search, Officer Witt located a large amount of fresh and burned aluminum foil, a glass pipe, snort straws, and hypodermic needles. Officer Witt also located several small corners of plastic bags that contained a white powdery residue.
While Officer Witt was searching the vehicle, Officer Wegner arrived and detained and searched Defendant. During the search of Defendant, Officer Wegner located several packages of controlled substances which Defendant stated contained fentanyl. Defendant was arrested and transported to the Washington County Jail by Officer Wegner. The substance located by Officer Witt field tested positive for fentanyl and weighed 0.81 grams.
