On April 12, 2026, at 9:09 PM, officers with the Minneapolis Police Department observed a motorized scooter driving on Nicollet Avenue in Minneapolis, Hennepin County, Minnesota. The vehicle did not have a license plate. A traffic stop was conducted. Officers approached the driver and identified him as Thomas Dean Morgan ([DOB redacted]) (“Defendant”). Officers ran Defendant’s name in their database. Officers learned that Defendant’s driving privileges were cancelled as inimical to public safety.
Defendant was arrested. Defendant’s person was searched and officers found a substance that field-tested positive for Fentanyl, a schedule-II controlled substance, and weighed 0.47-grams. Defendant is presently charged, in Hennepin County, with felony drug possession in the fifth-degree in addition to driving after cancellation as inimical to public safety based on 27-CR-26-4612. In that case, Defendant appeared for his First Appearance on April 8, 2026. It does not appear that conditions of release were ordered.
On November 7, 2024, Defendant plead guilty to felony drug possession in the fifth- degree based on 27-CR-24-20203. Defendant received a stay of adjudication on that file with one of the conditions requiring Defendant to remain law abiding. Due to Defendant’s conducted criminal activity, bail is requested to ensure public safety.
