The Complainant having reviewed the applicable reports believes the following facts to be true: On November 4, 2025, officers with the St. Paul Police Department were dispatched to an apartment on Lexington Parkway in the City of St. Paul, County of Ramsey, State of Minnesota for a reported domestic assault. Upon arrival, they spoke with K. S. A., fully identified in the police reports. K. S. A. Indicated that she had been in a romantic relationship with Octavius Vonte Lobley, [DOB REDACTED], the defendant herein, on and off for 13 years.
She further reported that a friend found the defendant’s wallet and left it with her to return to him. The defendant came to her apartment to retrieve the wallet and they discussed some money that was inside of it. The defendant proceeded to grab K. S. A. By the hair and pull her back. K. S. A. Punched the defendant in the face. The defendant then pushed her on the bed and got on top of her. He punched K. S. A. Multiple times on her forearms and hands, which she was using to protect her head. K. S. A.’s cousin, J. L. A., fully identified in the police reports, came into the room and pulled the defendant off of K. S. A. The defendant then fled the apartment.
Officers observed scratches on K. S. A.’s forearms, an injury on her finger, and a braid ripped out of her head. Officers also spoke with J. L. A., who advised that she was at the apartment with her young daughter and K. S. A. The defendant came over and began to argue with K. S. A. L. S. A. Heard yelling and went to check what was happening. She saw the defendant beating on K. S. A. The defendant was not on scene when officers arrived and they have not located him. Officers learned that the defendant has access to firearms and is known to carry one on him.
Complainant is aware of previous incidents of assaultive behavior by the defendant against K. S. A. Complainant requests a warrant for the defendant’s arrest.
