On March 19, 2026, at 0022 hours, St. Paul police officers stopped a GMC Yukon, MN LUD951, after observing it in a no parking zone. The vehicle pulled away without using a turn signal and conducted an illegal U-turn at 9th And Dorothy Day PL, St. Paul, Ramsey County. Officers identified the driver and sole occupant as Troy Douglas Carlson, [DOB REDACTED]. Carlson’s driving privileges had been cancelled—inimical to public safety. Officers arrested Carlson. During a search incident to arrest, officers recovered a rolled dollar bill with a powder substance inside of it.
Officers searched the vehicle prior to having it towed. In a backpack in the vehicle, officers located a pill bottle containing M10 pills. The pills did not have Carlson’s name on them. The backpack contained court documents in Carlson’s name. In a compartment hidden under the cup holder, officers located a loaded Polymer 80 handgun and additional suspected controlled substances. In a post-Miranda interview, Carlson said he knew nothing about the gun. He said that he snorted fentanyl from the rolled dollar bill.
Presumptive testing of the powder inside the bill was positive for fentanyl with a net weight of.04 grams. The M10 pills (18 of them) were identified by their markings as Oxycodone, a schedule II controlled substance. Carlson has a prior conviction for Drugs in the Fifth Degree (m) on May 18, 2021, in 19HACR202227.
