The Complainant having reviewed the applicable reports believes the following facts to be true: On September 11, 2025 at approximately 2:12 AM, a trooper observed a black Mazda CX‐9, MN license plate number RTM098, speeding at 71 MPH in a 55 MPH zone on I‐94. The trooper decided to trail the vehicle for further driving conduct observation. The trooper observed the vehicle to drive erratically, perform poor lane positioning, and uncontrolled driving maneuvers. The trooper activated emergency lights to initiate a traffic stop near Concordia Ave west of Snelling Ave in St. Paul, Ramsey County, Minnesota.
Upon face‐to‐face contact the trooper identified the driver as Awol Abdalla Dadafa, [DOB REDACTED], driver’s license number Q000079238600, defendant herein. The trooper observed defendant moving slowly and slow to react to the trooper’s instructions. Defendant smelled strongly of consumed alcoholic beverages. Defendant had red, watery, and bloodshot eyes. Defendant admitted to consuming two beers. The trooper asked defendant to step out of the vehicle to perform Standard Field Sobriety Tests (SFST). The trooper later discovered THC concentrates in a vape pen in defendant’s pocket.
During the Horizontal Gaze Nystagmus test, defendant displayed six clues of impairment. During the Walk and Turn test, defendant displayed seven of eight possible clues of impairment. During the One Leg Stand test, defendant displayed three of four possible clues of impairment. Based on defendant’s driving conduct, physical presentation, admission to consuming alcohol, and performance on SFST, defendant was placed under arrest. The trooper asked defendant to provide a Preliminary Breath Test (PBT). Defendant failed the PBT. The trooper asked defendant seven times if he would take the Data Master Transportable test before defendant would answer yes or no.
Defendant refused to provide one adequate breath sample after several attempts. Defendant later suggested that he was unable to blow since he had a sinus problem. The trooper had never encountered someone providing a deficient sample because of this issue. Pursuant to the requirements of §169A.40, a warrant is requested.
