On November 24, 2025, at 9:51 P.M., the Carver County Sheriff's Office received a driving complaint from a named juvenile who stated that white Chevy Impala with Wisconsin plate AYW 599 had following him all the way from Glencoe to the Kwik Trip in Norwood Young America at [ADDRESS REDACTED], making him uncomfortable. This juvenile reported the Chevy was parked at gas pump #15. The juvenile said the driver of the Chevy was acting erratically. Coincidentally, the Sheriff's Office had previously received another driving complaint at 6:27P.M. That day regarding the same Chevy in that he the driver seemed to "be out of it." (ICR # 25034270). More particularly, it was reported that several residents had seen this Chevy almost strike a parked car near Yancy Avenue.
In further examining the matter, deputies learned the registered owner of the Chevy Impala, Nicholas James Hodgson, hereafter referred to as the Defendant, had an active arrest warrant from Wisconsin for allegedly violating probation. At 9:51, deputies located this vehicle parked in front of a local business. Officers approached and noted the motor was running and the Defendant was in the driver's seat. Deputies spoke to the Defendant who exhibited erratic behavior and uncontrollable twitching. When the Defendant spoke, deputies had a difficult time comprehending the Defendant.
Deputies noted the faint odor of alcohol about the Defendant's breath. Further, an open beer can was observed on the floor on the passenger side. The deputies requested that the Defendant get out of the vehicle but he refused. Deputies then informed the Defendant he was under arrest. Incident to arrest, deputies found a clear plastic bag containing a white powdery substance in his right front coin pocket. This powder field-tested positive for methamphetamine and weighed approximately 12 grams. The BCA will conduct further chemical analysis and weight determinations on this seized powder.
In addition, numerous drug pipes consistent with methamphetamine use were seized from the Chevy., The Defendant refused to provide a PBT sample. The deputies subsequently obtained a search warrant for the Defendant's blood or urine. Those results of that search warrant are also pending. Deputies attempted field sobriety tests with mixed results because the Defendant was unable to comply with instructions. The Defendant was speaking rapidly and did not appear to understand the plain questions asked by deputies.
Nevertheless, deputies noted several signs of intoxication consistent with methamphetamine ingestion. Following Miranda, the Defendant made numerous nonsensical statements, such as " this time I've done it, I'm in trouble, should I stay or should I go, if I stay, I will be double!" As this complaint indicates, necessary follow-up chemical analysis has not been completed, and the final weight of the suspected methamphetamine has not been established, the State retains the prerogative to amend this complaint as the Minnesota Rules of Criminal Procedure may allow as test results become available.
