On April 29, 2026, offices were sent to [address omitted] East, Maplewood, Ramsey County on a disturbance. The caller reported two men throwing items and screaming in the parking lot. The caller reported shots had been fired. Officers found a spent 5.7x28 shell casing on the sidewalk near the garages. Officers spoke to a woman who said her sister, TB ([DOB redacted]), told her that a suspect in a yellow hoodie had shot at LE’s car. Officers spoke to a woman who said SA and TB were on the apartment building’s second floor.
SA told TB she was a stupid b**** and a piece of s*** before running down the stairway. The woman saw ST and YASHARAHLA RAHSAAN ROSS ([DOB redacted]) outside. TB walked down a staircase, exited the building, and threw a phone onto the concrete. TB went back inside the building. Ross became very p***** off and screamed at windows for 10 minutes. Ross told SA, “I’m getting in there.” Ross tried entering the apartment building by following a vehicle into the garage. Ross was unable to get into the building.
Ross and SA screamed to be let into the building. A gray SUV pulled out of the garage. Ross and SA approached the SUV and lifted their shirts. The woman heard a gunshot, but she did not see the shooter. SA and Ross returned to their van and left. Officers spoke to a man who lives in the apartment building. He heard yelling and cursing from the hallway. The man looked out and saw Ross and SA yelling in the parking lot. The man heard someone go downstairs and smash a phone. Ross brandished a firearm when a vehicle came around the corner near the garage.
Ross fired once from what the man believed to be a Glock handgun. SA immediately bearhugged Ross and asked, “Why did you do that?” Ross and SA got into a silver Ram Promaster 3500 van bearing Minnesota license plates YNB8156 and drove off. Ross drove the van, and SA was the passenger. The man later identified Ross as the shooter in a show-up. TB told police that she was upset because she had planned a birthday party for SA, but he didn’t show up. Ross drove SA to TB’s apartment. TB told SA to grab his stuff and leave.
TB noticed that SA had left Ross’s phone inside her apartment. TB threw the phone on the ground, went to the garage, and got into her vehicle. TB parked her vehicle and drove to the garage. Ross walked toward TB, and they argued over Ross’s phone. Ross pulled out a handgun and fired at TB once. TB dodged and quickly pulled her car into the parking lot. Neither TB nor her car were hit by the bullet. SA grabbed Ross, and they both left. TB identified Ross as the shooter in a show-up. Officers stopped the van at Cook Avenue and Burr Street, St. Paul, Ramsey County.
The van’s owner gave officers permission to search it. Officers recovered a Ruger 5.7 mm handgun in the back of the van. The handgun was jammed and held additional rounds of ammunition. Ross wore a yellow sweatshirt when he was arrested. Ross declined a custodial statement. SA was advised of his constitutional rights and agreed to speak to police. He said his cousin Ross drove him home to [address omitted]. TB was upset with SA because he got home late. TB broke up with him and kicked him out of the apartment.
