On November 12, 2025, at approximately 1225 hours, Washington County Sheriff's Office Deputy Kneen was dispatched to a theft report at a residential address in Mahtomedi, Washington County, Minnesota. Upon his arrival at the house, Deputy Kneen spoke with the complainant, KVK (an adult female fully identified in police reports), and her husband, TWK (an adult male fully identified in police reports). KVK reported that she believed some items of jewelry had been stolen from her home and suspected it was an individual who had been at their home to clean, identified as JAMIE JANETTE PLAN [DOB REDACTED]. KVK said that she suspected a diamond tennis bracelet had been stolen from her home on July 3, 2025 and that a diamond ring, and two additional tennis bracelets were stolen from her home on November 6, 2025. KVK said that she did not report the first theft immediately because she was uncertain it was a theft until the other three items went missing.
KVK said that she had gone online and thought she had seen one of the tennis bracelets on "replacements.com." Washington County Sheriff's Office Det. Booth was assigned to conduct follow-up investigation on the case. He contacted Det. Rydeen from the Cottage Grove Police Department, who was able to determine, via a records search, that Plan had pawned 37 items at Pawn America in Anoka, Minnesota between September 20, 2025 and November 19, 2025, for a total cash value of $7,878.00. Det. Booth learned that two bracelets, matching the description of two of KVK's bracelets, were pawned on November 7, 2025, the day after Plan cleaned KVK's house.
Det. Booth went to the Pawn America located in Anoka on November 19 and spoke to an employee, E. S. (an adult male fully identified in police reports). ES told Det. Booth that he is very familiar with Plan because she frequently sells jewelry to the store. Det. Booth showed E. S. Photographs of KVK's diamond ring and tennis bracelets. ES said that he thought Plan tried to sell the ring to him but did not go through with it because she was not happy with the price. He confirmed that she did sell two tennis bracelets to him.
He retrieved them from the safe and Det. Booth confirmed with KVK that they were the bracelets stolen from her on November 6, 2025. A bracelet matching the description of KVK's bracelet that was stolen in July was located in the system as being sold to Pawn America in July, but KVK could not definitively say whether that bracelet belonged to her. Det. Booth returned to Pawn America on November 21 and learned that Plan had been to the store since he left on November 19 and again tried to sell jewelry.
She was turned away due to being flagged in their system but E. S. Said he thought he again saw KVK's diamond ring in Plan's possession. Det. Booth obtained video surveillance footage that showed Plan pawning items at the store, confirming E. S.'s account. Det. Booth later made contact with JMM. (an adult female fully identified in police reports). JMM. Was identified by KVK as someone who cleaned KVK's house with Plan. KVK did not suspect that JMM was responsible for stealing the jewelry, as the jewelry was stolen from the bedroom, where Plan typically cleans.
