M., a Winona Police Officer (Officer) was dispatched to the area of Bruski Drive and Menard Road, in the City and County of Winona, Minnesota, for a report of a female slumped over in the driver’s seat of a silver vehicle. Upon arrival, Officer observed a 2018 silver Buick Envision bearing Minnesota license plates parked on the south side of Bruski Drive near the intersection with Menard Road. Officer recognized the vehicle from prior professional contacts and knew it was registered to Dana Marie Salisbury, [DOB REDACTED] (Defendant). Officer noted Defendant was the sole occupant of the vehicle.
Defendant was sleeping with her head down in the driver’s seat. When Officer knocked on the window, Defendant woke up. Officer observed a makeshift pen/smoking device in Defendant’s right hand. Officer asked Defendant what she was holding in her right hand. Defendant responded “nothing” and then dropped the makeshift pen/smoking device on her seat near her right leg. Officer advised Defendant to turn off the car and to step out of the vehicle to make sure she was okay and could be treated by medical staff.
When Defendant exited the vehicle, Officer observed multiple smoking devices on the driver’s seat. Officer observed a plastic grocery bag on the driver’s seat. Inside the bag, Officer observed a small pink/red woman’s handbag. The main zipper for the handbag was open, and Officer observed a burnt piece of tin foil and a small clear glass jar. Inside the glass jar, Officer could see a white rock-like substance that Officer believed was methamphetamine. Due to the suspected controlled substance and drug paraphernalia, Officer conducted a search of Defendant’s vehicle.
During the search of Defendant’s vehicle, Officer found the following items in the main zipper area of a pink/red handbag which was next to Defendant’s leg and within her reach: A small glass jar that contained multiple white rock-like substances that weighed 0.6 grams, and a small ziplock baggie which contained another white rock-like substance weighing 0.2 grams suspected to be fentanyl. Both substances field tested positive for fentanyl. A $1.00 bill that was folded and contained a white rock-like substance which weighed 0.8 grams and field tested positive for fentanyl. 2 ••-CR-••-•••• Filed in District Court State of Minnesota 1/21/2026 An orange prescription pill bottle with the prescription label removed which contained a white powdery residue, but no weighable amount.
A small ziplock baggie containing a white rock-like substance weighing 0.7 grams and which field tested positive for fentanyl. A clear plastic jar with a blueish green lid with a rock-like substance which weighed 0.5 grams and which field tested positive for fentanyl. Multiple drug paraphernalia items and suspected steel wool style smoking filters. Multiple pieces of burnt tin foil often used for ingestion of illegal drugs. In the driver’s side rear passenger seat area, Officer located a white woman’s handbag.
