On or about November 13, 2025, at approximately 7:47 P.M. Officer Satele was on patrol when dispatch aired a driving complaint about a vehicle with MN Plate #[PLATE REDACTED] driving the wrong way on Tournament Players Pkwy and another complaint that it was hitting garbage cans. The Officer drove to Tournament Players Parkway and Blaine, Anoka County, Minnesota, and located the vehicle causing a large traffic jam on the road. The Officer approached the vehicle and identified the driver as DUSTIN DOUGLAS HAMMEL [DOB REDACTED], Defendant herein.
Defendant had a very vacant and dazed expression on his face and was the only occupant of the vehicle. The Officer smelled an overpowering odor of consumed alcoholic beverages coming from inside the vehicle and observed Defendant's eyes were bloodshot and watery. Defendant speech was heavily slurred and lethargic. The Officer directed Defendant out of the car and he began to stumble and sway. The Defendant admitted to drinking 4 shooter bottles of rum and stated he had stopped drinking about 30 minutes prior.
Defendant admitted it was not safe for him to be driving. The Officer tried to do field sobriety testing but Defendant could not follow instructions and could not balance enough to safely complete tests. The Defendant provided a PBT sample which resulted in a.334 BAC. Defendant was placed under arrest and transported to the Blaine Police Department where he was read the MN Breath Test Advisory. At approximately 8:37 P.M. Defendant submitted to a DMT which resulted in a.41 BAC. A review of Defendant record reveals no prior qualifying offenses.
