That on August 12, 2025, at approximately at approximately 3:54 AM, officers were dispatched to the intersection of Old Shakopee Rd (OSR) and Normandale Blvd S, in Bloomington, Hennepin County, Minnesota, for the report of a personal injury accident. Dispatched advised the reporting party stated there was a car vs bicyclist accident. Upon arrival, officers observed several vehicles on the west bound lanes of OSR. In front of two vehicles, which were uninvolved in the accident but stopped to help, was the bicyclist, identified as JTH ([DOB REDACTED]) later confirmed by DVS. JTH was laying on the road, in the fetal position on his right side.
There was a male, identified as William Earl Vick ([DOB REDACTED]) in a kneeling position next to JTH. Vick stated he was the driver of the pickup truck, MN/LIC MMZ055, involved in the accident. The truck, MMZ055, was stopped approximately 50 feet away in the furthest right lane. The front passenger tire was on the curb and the rear passenger tire was on the roadway stopped on top of the bicycle. The drivers of the vehicles who stopped to help were Isaiah Michael Davis ([DOB REDACTED]) and David Wayne Stensgaard ([DOB REDACTED]). Officer Broadhead #425 spoke with these two and got statements from them.
Officer Koloshuk #372 spoke with Vick. Vick stated the brakes on the truck (MZZ055) were faulty. Vick stated he was going approximately 5 mph. Other officers captured photos of Hall's injuries. Hall had several road rash injuries on his face, back, left leg, and right leg. Officers observed, what appeared to be, Hall's left collar bone to be broken. An officer spoke with Hall as he was getting into the ambulance and he stated the following: He was on his bicycle traveling west bound on OSR. He had the green light going into the intersection.
He stated the truck that hit him seemed to be going fast and did not appear to slow down. He said he had all the proper lights on his bicycle. Hall stated he did not remember anymore information. He was able to provide his wife's name and number. Hall was transported to Hennepin County Medical Center (HCMC) by Allina (run number: 252700461). Officers attempted to contact Hall's wife Melissa Hall at [PHONE REDACTED], there was no answer and a voicemail was left. Due to Vick admitting and knowingly operating the vehicle with faulty brakes and with witness/victim statements, Vick was issued a citation (#270125205251) for brakes not in working order and failure to yield to vehicles/pedestrians.
Based on the above, your complainant states that on August 12, 2025, within the corporate limits of the City of Bloomington, Hennepin County, State of Minnesota, William Earl Vick, then and there being, did violate the above-listed provisions.
