M., a Winona Police Department Employee (Employee) received email notification that Keith Deshawn Curtis, [DOB REDACTED] (Defendant) had been incarcerated at the Hennepin County Jail on charges of Domestic Assault. Defendant is a registered predatory offender in the City and County of Winona, Minnesota. Employee recalled a conversation he had with Defendant in February of 2025. Employee advised Defendant if he was residing in Brooklyn Park, Minnesota, as a primary address, Defendant would need to register that address.
Employee told Defendant that failing to do so would be a violation of his predatory offender registration requirements. Based on this conversation, Employee requested the police reports on the arrest of August 13, 2025, as well as any other reports and contacts Brooklyn Park Police Department (BPPD) had with Defendant. On August 19, 2025, Employee received two reports from the Records Department of BPPD. Employee reviewed the police reports. Employee noted Defendant provided an address of 5801 73rd Avenue North, Brooklyn Park, Minnesota.
Employee knew this to be Defendant’s registered secondary address. Defendant’s registered primary address is [ADDRESS REDACTED], Winona, Minnesota. The August 13, 2025, BPPD report noted Defendant did not live with his victim [NAME REDACTED] has personal property at her home, and he stays there frequently. On August 22, 2025, at approximately 09:17 A.M., Employee reached out to the landlord (Landlord) to verify occupancy of the tenants at [ADDRESS REDACTED], which is Defendant’s relative’s address.
Landlord advised he no longer rents to Defendant’s relative. Landlord told Employee Defendant’s relative told him, Defendant was living in the Twin Cities taking care of an elderly family member. Landlord told Employee, Defendant had not been at the property for the last two to three months. Based on the police reports and the prior Landlord’s statements, Employee noted it appears Defendant’s primary residence is in Brooklyn Park and not Winona. Employee noted if Defendant is frequently staying with the alleged victim [NAME REDACTED] in the BPPD reports, this should be Defendant’s registered secondary residence.
The report shows Defendant’s prior registered phone number as [PHONE REDACTED]. Employee noted this is not Defendant’s current phone number. This is not the phone number Defendant provided to his agent or the number used by Employee to contact Defendant in February 2025. Agent provided Employee with Defendant’s current phone numbers.
Neither of the two current phone numbers provided by Defendant to his Agent are registered. Defendant has one registered phone number of [PHONE REDACTED] which is no longer in service. Employee noted Defendant had to complete the verification packet from the BCA and had an opportunity to update his address and phone numbers but failed to do so. PLEASE TAKE NOTICE: Pursuant to Minn.
