The Complainant having reviewed the applicable reports believes the following facts to be true: On April 5, 2026, at approximately 5:23 AM, officers with the St. Paul Police Department were dispatched to the 1900 block of Margaret Street, in the City of Saint Paul, Ramsey County, for a report of a running Cadillac CTS parked in front of a residence for over 20 minutes. Upon arrival, officers observed the CTS running and that there were two occupants who appeared to be slumped over inside. When officers looked in the vehicle, they observed a blunt near the shifter and multiple open packages of marijuana.
Officers began knocking on the window to wake the occupants. The passenger was quick to wake up, but the driver took additional time. When the driver did wake up, he looked directly at officers but did nothing. Officers had to open the door to speak with the driver. They identified him as BERNARD JUVAN TEMPLE [DOB REDACTED], Defendant herein. Upon speaking with him, officers observed Defendant had bloodshot and watery eyes and that his speech was slurred. His movements were also lethargic. Initially, when searching for his identification card, Defendant attempted to hand officers his bank card.
As officers were interacting with Defendant, they observed an open package of 9mm brass casings in the driver door panel. Officers asked Defendant if there were weapons inside the vehicle and Defendant admitted to there being a firearm inside. Defendant was instructed to exit the vehicle and instead began reaching around. He was given multiple commands to stop reaching and was removed from the vehicle. Officers located a black Glock 27 (SN BVXZ372) pistol underneath where his leg had been. Defendant was arrested and the car was searched further.
An extended magazine for the Glock was also found. Officers obtained a warrant for a sample of Defendant's blood or urine. Defendant was argumentative with officers and refused to provide a sample. Officers explained the warrant several times, including that refusal would be considered a crime, and Defendant remained argumentative and would not comply with the warrant. No sample was obtained. At the time of the incident, Defendant did not have a permit to carry.
