On April 30, 2026, Bloomington Police were dispatched to The Garfield Commons, located at 94XX Garfield Avenue South in Bloomington, Hennepin County, for an incident exposure call. Dispatch advised a caller was reporting a male arrived on an e-bike, came onto their yard, and urinated on the grass by their windows. In addition, the male was sitting on the back patio of the complex using their electricity. The male was described as a white male wearing a grey hoodie and a facemask. Officers arrived on scene shortly thereafter and observed a male on the patio using an outlet matching the description provided.
The suspect was later identified through DVS to be BROCK DAVID MILLER, [DOB redacted], hereinafter "Defendant." While speaking with Defendant, officers observed him to be very nervous and sweating, even though it was only 48 degrees outside. He was constantly looking around and moving closer to his motorized bike. Through training and experience, the officers believed Defendant's behavior to be pre-flight indicators, as it appeared he was looking for a path away from them. Officers advised Defendant to stop while he was providing his name.
Defendant refused to listen, as he was actively getting onto his motorized bike. He placed his left foot on the peddle of his bike, and again officers advised Defendant to stop and to get off of the bike. Officers were attempting to investigate the alleged indecent exposure and theft of services complaint. At this point, Defendant continued to disobey commands and attempted to flee the scene. He put his motorized bike into gear and drove directly at one of the officers. The officer was able to pull on the handlebar, pulling the bike and Defendant to the ground simultaneously.
The Defendant was placed under arrest, and his backpack was searched incident to arrest. Officers found a Taurus Handgun (serial number 1PT524969). Officers noted Defendant had numerous felony convictions on his record, including a conviction on 8/11/2011 in Court File ••-CR-11-•••• for Terroristic Threats, a crime of violence that prohibited Defendant from possessing a firearm. Defendant was brought to the Hennepin County Jail, where he remains in custody.
