On January 30, 2026, at 01:54, Prior Lake Police Officers were on patrol near Mystic Lake Dr. And 140th St., Prior Lake, Scott County, Minnesota, when the officer received an alert for a stolen gray colored Toyota Avalon bearing Minnesota License Plate [PLATE REDACTED] out of Minneapolis. Scott County Dispatch confirmed with Minneapolis that the vehicle was still listed as stolen. The officer contacted Mystic Lake Surveillance and advised them of the alert. Mystic Lake Surveillance advised the vehicle was currently parked in the south parking lot of Little Six Casino near the second drive lane.
Mystic Lake Surveillance also advised that a black male driver and black female passenger had exited the vehicle and entered LSC. Mystic Lake Surveillance continued to monitor the occupants of the vehicle who were now seated at slot machines. The officer went to the scene and found the vehicle unoccupied in the lot. Officers and security then went to the casino floor and located the male and female were seated. The male driver, later identified as Elijah Parnell Junior Sullivan, [DOB REDACTED], hereinafter the Defendant, was detained.
The keys to the vehicle were located on the Defendant's person. Officer spoke with the female, identified as TEBJ, [DOB REDACTED], who stated: The Defendant is her brother-in-law. The Defendant picked her up from her residence in St. Paul this evening. The Defendant told her he just got the vehicle. He never mentioned it had been stolen. Officer read the Miranda warning to the Defendant, who stated: The vehicle belongs to his neighbor, "Tommy." He didn't know his full name. "Tommy" has allowed him to drive the vehicle in the past.
He drove the vehicle to pick up his sister. The two of them took the car to Little Six. "Tommy" gave him the keys. "Tommy" did not give him a time frame on how long he was able to keep the car. The Defendant was taken to the Scott County Jail. PLEASE TAKE NOTICE: Pursuant to Minn.
