On November 30, 2025, at approximately 2357 hours, St. Louis Park Police Officers were on patrol in the area of the Cub Foods West End, 16th Street West, St. Louis Park, Hennepin County. Officers were on patrol in this area because it has high Police responses for illicit activity. Officers observed a vehicle in the parking lot that was backed into a parking space with excessively dark tint. Officers know from their training and experience that vehicles backed into parking spaces are often done so to hasten a getaway.
Officers investigated the license plate affixed to the vehicle and learned the registered owner had a second-degree burglary conviction and the vehicle's registration was expired. Officers stopped the vehicle as it started to leave. The driver was identified as ROBERT EARL WILLIAMS JR., Defendant herein. Officers could smell a faint odor of freshly burnt marijuana coming from inside the vehicle. The Defendant had a revoked driver's license. Officers asked the Defendant to exit the vehicle. The Defendant became nervous, his eyes shifting side to side rapidly and began to ramble.
Without being asked, the Defendant stated he did not have warrants, and he had marijuana in the vehicle, but it was sealed and in the trunk. Officers observed in plain view a shiny package in the center console that was consistent with packaging for commercial marijuana. The Defendant stated that it was empty. Officers asked to see the package to confirm that it was empty and it was not. In a search of the vehicle, officers located two baggies of multicolored pills between the sunroof and the sunroof cover.
The pills were later field tested and counted. In one baggie, 95 pills were counted and FTP for MDMA. In the other baggie, 94 pills were counted and FTP for MDMA. Officers also located bud style marijuana in the ashtray and a shark design backpack in the backseat. Inside the backpack was sealed THC containers, a scale with marijuana shake on the surface, a loose 9mm full metal jacket bullet, the Defendant's birth certificate, and the remains of a family member in a container. In a post-Miranda statement, the Defendant stated that the pills were for personal use and he used them to stay awake on overnight shifts.
Defendant is prohibited from possessing ammunition or firearms based on a prior felony conviction for a crime of violence: June 30, 2022, conviction for Second-Degree Controlled Substance Crime in court file ••-CR-••-••••. ••-CR-••-•••• is also a Second-Degree Controlled Substance conviction that would make this offense, 3 ••-CR-••-•••• Filed in District Court State of Minnesota 12/15/2025 his second subsequent Second-Degree Controlled Substance crime. The State requests this complaint issue as a warrant.
The Defendant has a pending case in case file 27- CR-25-14759 for Felony Possession of a Firearm by an Illegible Person and Felony 3rd Degree Possession of Methamphetamine. ••-CR-••-•••• occurred while the Defendant was on probation in case file ••-CR-••-•••• Felony 2nd Degree Possession of 89 pills of MDMA. In case file 27-CR-22- 5463, the Defendant was also alleged to have been in possession of a Ruger 9mm firearm.
