On November 5, 2025 at approximately 6:55 P.M., Officer M. Fischer was on routine patrol in the area of 5th Avenue and Main Street, in the City of Anoka, County of Anoka, State of Minnesota, when she observed a vehicle, MN license PET820, facing her squad at the traffic light. Officer Fischer knew the driver of that vehicle to be SHANE ANTHONY BLACK, [DOB REDACTED], the defendant herein, from previous contacts. Officer Fischer ran the defendant’s information through her squad computer and learned that his driving status was canceled inimical to public safety.
Officer Fischer viewed the DVS photo of the defendant and observed that it matched the driver. Officer Fischer initiated a traffic stop and identified the driver as the defendant. The defendant stated that his driver’s license was valid as long as he had ignition interlock, which he did. Officer Fischer reviewed paperwork given to her by the defendant and again reviewed DVS through her squad computer. Nowhere did it say that the defendant’s driving privileges were valid. Officer Fischer further observed through DVS that the defendant has outstanding requirements before becoming valid with ignition interlock.
The defendant was released from the scene and advised to contact DVS to get things sorted out. The above facts constitute the Complainant’s basis for believing that the above-named defendant on the 5th day of November 2025, in the City of Anoka, County of Anoka, State of Minnesota, there did commit the above-named offense(s).
