Your complainant states that on October 24, 2025, at approximately 9:35 A.M., while on routine patrol, she observed a Mitsubishi Eclipse bearing Minnesota license plate number JMH756 turn from 59th Avenue onto southbound Nathan Lane in the City of Plymouth, Hennepin County, Minnesota. A random registration check revealed that the vehicle’s registration expired in July of 2025, yet it was displaying a 2026 registration tab. Your complainant initiated a traffic stop of the vehicle and made contact with its driver, who was identified as L. S. Your complainant explained the reason for the stop to L. S., who stated that he was driving his brother’s vehicle and did not know what the issue was with the registration.
A records check revealed that L. S.’s driving privileges were cancelled. Your complainant prepared a citation and when she returned to the vehicle, she found L. S. On the telephone with his brother, BEYAN SEKOU KANNEH JR., [DOB REDACTED], the defendant herein. L. S. Handed the phone to your complainant. The defendant identified himself as the vehicle’s registered owner and said that an unknown individual removed registration stickers from several vehicles and threw them onto the ground. The defendant stated that he grabbed a 2026 registration sticker and put it on his vehicle.
The defendant stated that he knew the registration sticker did not belong to his vehicle, as he had not purchased his 2026 tabs yet. The 2026 registration tab was found to belong to a Cadillac CT4.
