On 3/29/2026 at about 1458 hours, Maplewood Police took a theft report. The complainant, JB, is a roofing company employee. JB said he parked his [ADDRESS REDACTED] enclosed body trailer in the parking lot at the LivInn Suites ([ADDRESS REDACTED] North) in Maplewood, Ramsey County on 3/27/2026 at about 1800 hours. JB said he had just discovered that someone stole the trailer and all of the equipment contained therein. The equipment included multiple pump jacks, multiple ladders, a siding brake, a generator, multiple air compressors, multiple nail and framing guns, multiple air hoses, multiple drills, multiple batteries, multiple leaf blowers, and multiple saws.
The value of the trailer and its contents exceeded $35,000. On 3/30/26, police obtained CCTV footage from a business adjacent to the LivInn. It showed the suspect vehicle, a dark Chevy Tahoe or Suburban, enter the parking lot at about 0719 hrs on 3/29/26. The front passenger is then seen swapping the vehicle’s license plates. The plate the suspect removed was MN/TMY198. Thieves commonly remove or switch plates in order to thwart law enforcement efforts to identify it. The vehicle left, but returned at about 0800 hrs.
Two of its occupants are then seen manipulating the hitch on JB’s trailer and the suspect vehicle drives off pulling JB’s trailer. A KOPS alert was issued for the vehicle. During the investigation Maplewood Police obtained CCTV footage from the Roseville Mall from 03/28/2026; one day before the trailer theft. It showed the suspect vehicle occupied by the same male and female suspects who were captured on CCTV stealing the trailer. Maplewood Police also learned that Saint Paul Police stopped the suspect vehicle at about 0330 hours on 03/30/26. During that incident, Luke Nelson THOMAS [DOB REDACTED] said the vehicle was his.
St. Paul Police also advised that THOMAS lived near Holton Street and Pierce Butler where they had recovered a lot of stolen property. On 04/01/2026, Roseville Police spotted the suspect vehicle near the HarMar Mall and detained the male and female occupants. The two were the same male and female suspects who were captured on CCTV footage when JB’s trailer was stolen and the same two who were captured on CCTV in the vehicle at the Rosedale Mall on 03/28/2026. The male was also positively identified as the suspect who swapped the license plates before the trailer theft.
The male was identified as Joshua Jay HENRY [DOB REDACTED] and the female was identified as Ashley Louise MILLER [DOB REDACTED]. In post-Miranda statements: MILLER admitted that she was familiar with the trailer and said it was currently parked near Holton Street and Pierce Butler. MILLER admitted that she was in the suspect vehicle when JB’s trailer was stolen and said MACHGAN was driving the suspect vehicle. HENRY admitted that he and MILLER were in the suspect vehicle when MACHGAN stole JB’s trailer.
He said the suspect vehicle belongs to THOMAS and he is trying to buy it from him. HENRY also admitted to changing the plate on the suspect vehicle and said he did not have "any other options" because he and MILLER were homeless. HENRY said police could find the trailer and THOMAS’ truck which contained stolen items in a parking lot at Coach Road and Carlin Drive. Based on the location information provided by HENRY, Maplewood Police went to the [ADDRESS REDACTED] in St. Paul, Ramsey County. There, they found the suspect vehicle that registered to THOMAS. Visible inside and on the vehicle were numerous tools that JB confirmed had been in his trailer when it was stolen.

These items were recovered pursuant to a search warrant. The remaining tools and the trailer were not 2 62-CR-26-2221 Filed in District Court State of Minnesota 4/2/2026 recovered. For purposes of Rule 6.
