On October 15, 2025, Officer Beck responded to a report of criminal damage to property in the parking lot of a Rochester hospital, within Olmsted County, Minnesota. Reporting Party (R. P., an adult woman, fully identified in police reports), stated that she had been taking her lunch break in her vehicle. She noticed a man in his mid-thirties rubbing a brick, then he threw it at her vehicle. She described what the man was wearing. This matched the description of Andrew Olaf Swanson [DOB REDACTED] with whom officers had been involved earlier in the day on October 15. Officers attempted to speak with Swanson, who declined.
R. P. Identified a photo of Swanson as the man who threw the brick. R. P. Obtained a repair quote for the damage done to her vehicle and provided it to law enforcement. The estimate to repair is $2,421.33. The State is respectfully requesting that Mr. Swanson appear on this file during his previously scheduled Settlement Conference, currently set for January 22, 2026 before the Honorable Judge Lindhart Felten.
