On May 2, 2026, at 1:40 A.M., a Wyoming Police Officer was on routine when he noticed a car running in the parking lot of McDonald's on E Viking Blvd. In Wyoming, Chisago County. The McDonald's was closed at the time. He approached the car and saw a man sleeping behind the wheel and a dog sleeping the passenger seat. The man was later identified as MARK ALAN LONG ([DOB REDACTED]), hereinafter "the defendant." The officer asked him some basic questions about where he was going, why he was sleeping there.
The defendant answered in a low and raspy tone. His legs and arms were visibly shaking. The defendant's pupils were constricted. He had track marks on his left wrist. The officer noted these to be signs of drug impairment, based on his training and experience. The officer asked if he had been using. The defendant answered he used to use Fentanyl, but has been sober. The officer initiated field sobriety testing. During the horizontal gaze nystagmus test, the officer did not observe any clues, but noticed the defendant appeared to be looking through him.
The defendant's eyelids were droopy. During the modified Rohmberg test, the defendant estimated the passing of 30 seconds in 22 seconds. During the one leg stand test, the defendant leaned to the right and needed to catch himself. During the walk and turn test, the defendant used his arms for balance, leaned his upper body, and had his knees bent as he walked with jerky movements. The officer checked his pupils again, which were constricted with or without light. Officers attempted to contact the defendant's grandmother to pick up the car and dog, but she could not.
They began a tow search. Officers located a cigarette pack on the passenger seat. There was a white powdery substance in a folded piece of paper inside the pack. The substance field tested positive for Fentanyl, a Schedule I controlled substance. It weighed 2 grams. Officers also located several syringes inside the car. The officer interviewed the defendant after providing Miranda rights. The defendant admitted that he had relapsed on Fentanyl, and that he was mixing the powder with water in the syringes and injecting it.
The officer obtained a search warrant for a sample of the defendant's blood. A blood draw was completed at the hospital at 3:30 A.M. The sample was sent to the BCA for analysis. The defendant is currently in the drug diversion program through Hennepin County for a 5th degree possession charge in court file ••-CR-••-••••.
