That on or about November 2, 2025, Officer Falls with the St. Louis Park Police Department while on patrol near Home Depot, located at [ADDRESS REDACTED]., in the City of St. Louis Park, County of Hennepin, State of Minnesota, had their attention drawn to a 2014 Silver Ford Explorer with MN Plate SLY-488 (“suspect vehicle” herein). Officer Falls had received an Automatic License Plate Reader (ALPR) notification on the suspect vehicle showing the registered owner JAMES EDWARD JOPP (“Defendant” herein) had a driver’s license status of canceled inimical to public safety (DAC-IPS). The DVS photo of Defendant matched the driver of the suspect vehicle.
Officer Falls observed Defendant enter the suspect vehicle and start driving the suspect vehicle. Officer Falls noticed Defendant nearly cause an accident in an intersection and drive over a solid lane line for an extended period. Officer Falls initiated a traffic stop on the suspect vehicle. Officers Falls contacted the Defendant. Officer Falls retrieved Defendant’s driver’s license and confirmed Defendant’s driver’s license status was canceled inimical to public safety. Defendant was placed under arrest.
At present, Defendant is in custody.
