M., a Winona Police Officer (“Officer”) received an anonymous tip that Landon Gerald Schultz, [DOB REDACTED] (“Defendant”), was working at a business located in the City and County of Winona, Minnesota, and had an active felony warrant from La Crosse County, Wisconsin. Officer patrolled the area of the business to locate Defendant’s vehicle. Upon arriving in the area, Officer observed Defendant’s vehicle, a black 2017 Ford Escape bearing Wisconsin plates, parked on the west side of the building. After some time, Defendant approached his vehicle, got in the driver’s seat, and drove southbound.
Officer got behind Defendant’s vehicle and observed Defendant fail to yield to a stop sign on 8th Street and Bridge Street. Officer conducted a traffic stop at 9th Street and Louisa Street. Officer contacted the driver, who was identified via Wisconsin driver’s license as Defendant. Officer asked Defendant to step out of the vehicle and informed Defendant he was under arrest for a felony warrant. Defendant was placed in handcuffs, which were properly spaced and double locked, and his person was searched incident to arrest where nothing of evidentiary value was found.
Dispatch confirmed the felony warrant out of La Crosse County was active for Defendant. Defendant was transported to the Winona County Jail and transferred into custody of jail staff without incident. The Wisconsin warrant is for Felony Stalking, Misdemeanor Domestic Assault, and Bail Jumping. The warrant was issued on March 12, 2026, in Wisconsin Circuit Court.
