On November 24, 2025, at about 8:56 A.M., the Minneapolis Emergency Communications Center (MECC) received an activation alert from a bait vehicle that the Auto Theft Prevention Unit had deployed (Minnesota license plate [PLATE REDACTED]) on E. 25th St, west of 16th Ave S, facing westbound. The vehicle was left with the doors unlocked and keys in the ignition. Per the activation alert, a female suspect, later identified as VIVIAN ROSE BLACKCLOUD [DOB REDACTED], Defendant herein, entered the vehicle.
She wore a hoodie with the hood up with another jacket over it and a knitted stocking cap under the hoodie. She was dressed in multiple layers. Officers arrived in the area and looked for the vehicle. As they approached an intersection, the bait vehicle ran the stop sign and almost struck the squad car. The vehicle then took off from officers. Officers requested the engine to be disabled and then lost sight of it. The vehicles engine was then disabled by MECC. Officers located the vehicle abandoned in the alleyway of 2922 18 Ave S. Police saw Defendant walking north on 17 Ave S from 29 St E. She resembled the description of the suspect from the bait vehicle video feed from inside the bait vehicle.
Police arrested her. The stolen bait vehicle's keys were inside her pocket.
