On January 31, 2026, at approximately 10pm, Officer Brifki from the Moorhead Police Department was on routine patrol when he observed an individual on a bicycle without a rear reflector light on in violation of Moorhead City ordinance 5-3-4. The individual was traveling westbound in the 700 block of First Avenue North in Moorhead, Clay County, Minnesota. Officer Brifki confirmed there was no rear reflector on the bicycle and activated his emergency lights initiating field contact with the individual.
Officer Brifki identified himself to the female, later identified as Starr Hunt [DOB REDACTED] hereafter "Defendant," and explained the reason for the stop. The Defendant indicated she was borrowing the bike from a friend and thought that it had a rear reflector. The Defendant provided her identification to Officer Brifki who ran her information in their system and found the Defendant to have unconfirmed warrants out of Cass County, North Dakota. Officer Brifki asked dispatch to confirm the warrants and exited the patrol vehicle.
Officer Brifki detained the Defendant awaiting confirmation of the warrant. When he placed the Defendant in rear handcuffs, he observed the Defendant to have black gloves and what appeared to be a syringe in her right hand. The Defendant attempted to place the glove and syringe into her right jacket pocket; however, Officer Brifki asked the Defendant to place them on the ground. Once the warrants were confirmed by dispatch, Officer Brifki conducted a search incident to arrest, and nothing was found on the Defendant's person.
Officer Brifki then returned to the winter glove and syringe that the Defendant had placed on the ground. The syringe contained a white powdery substance which Officer Brifki suspected to be methamphetamine. The suspected methamphetamine weighed approximately.12 grams and field tested positive for methamphetamine.
