On March 30, 2026, at 1:19 A.M., Officer Wegner with the Woodbury Police Department was on patrol driving northbound on I-494 approaching I-94 in the city of Woodbury, Washington County, when he observed that the vehicle travelling in front of him appeared to be speeding and was weaving within its lane. Officer Wegner activated his front radar and determined the vehicle was travelling 72 miles-per-hour in a 60 miles-per-hour zone. Officer Wegner initiated a traffic stop and made contact with the vehicle, which was occupied by four people.
While speaking with the driver, Officer Wegner noticed the female rear seat passenger was holding a pink "toot straw", which she tried to conceal in the back of her collar. The second rear seat passenger, a male later identified as Andrew Paul Scrudato, [DOB REDACTED], was not wearing a seatbelt, hunched over, and appeared to be concealing something. Both Scrudato and the female passenger displayed signs of narcotic impairment, such as droopy eyes and slow movements. Scrudato also appeared to be nodding off.
Officer Wegner spoke with the driver, who stated the passengers might have heroin and that he was pretty sure there might be narcotics in the vehicle based on how Scrudato was acting by not answering questions and slurring his speech. The female passenger was removed from the car, detained, and searched, at which point officers located the "toot straw" with narcotic residue inside her collar. The front seat passenger was identified as ALEXANDER MICHAEL JACKSON, [DOB REDACTED]. JACKSON had a messenger bag at his feet and two zippered cases in front of him on the dash.
As JACKSON exited the vehicle, Deputy Thienes observed a narcotics pipe in plain view. After all the occupants were removed from the vehicle, a K9 sniff was conducted, which alerted to the presence of narcotics. The messenger bag located at JACKSON'S feet contained numerous items of drug paraphernalia with residue and evidence of recent use, several Narcan packages, and a pill container with the remnants of a white, powdery substance. Inside zippered cases that were located in front of JACKSON, officers located multiple pieces of burned foil and a small glass container with a substance that NIK-tested positive for methamphetamine and weighed.11 grams.
A second silicone container was also located, which contained 1.15 grams of a substance that NIK-tested positive for fentanyl. JACKSON was arrested and transported to the Washington County Jail where he remains in custody.
