On December 12, 2024, around 2:53 A.M., an officer stopped a U-Haul truck near 106th Street and the ramp for 35W north in Bloomington, Hennepin County, Minnesota. The officer identified the U-Haul driver as Defendant CHARLES EARL CLUBBS, born on [DOB REDACTED]. Through investigation, the officer spoke with U-Haul staff and learned that this truck had been rented on December 7 for one hour and was not supposed to be out. U-Haul staff asked to have the vehicle towed. Later on December 12, officers responded to a U-Haul facility in Burnsville and searched the subject U- Haul.
Inside, they found three tire rims that matched rims reportedly stolen from an underground garage in Bloomington overnight between December 11 and December 12. The theft victim [NAME REDACTED] at $1,500. The U-Haul also contained packages for an address near where the theft had occurred. Also on December 12, Defendant called the Bloomington Police Department to claim the rims, vehicle keys, mail, and financial transaction card. When Defendant arrived at the police department around 6:00 P.M., officers arrested him.
In addition, officers arrested a female associated with Defendant, D. C., who was with him in the U-Haul. On December 13, around 1:57 P.M., Victim Officer responded to the Bloomington Police Department Jail to bring Defendant to the Hennepin County Jail. Victim Officer and a jail officer worked to remove Defendant and D. C. From their cells. During this process, Defendant became uncooperative and physically resisted Victim Officer’s efforts to restrain him. D. C. Then stood up from a bench and faced Victim Officer.
In response, Victim Officer grabbed D. C.’s clothing to try and get her to sit back down. D. C. Then pushed Victim Officer and kicked Victim Officer’s left leg. While this happened, Victim Officer had his right hand on Defendant. After Victim Officer got D. C. Seated, Defendant took his hand and struck Victim Officer in the right cheek/jaw area. Because Defendant continued to resist, officers used pepper spray and a Taser to subdue him. Due to Defendant’s punch, Victim Officer experienced stiffness and minor pain in his right jaw and had reddening to the skin on his right cheek.
Defendant is not in custody. The State is refiling this case after dismissing ••-CR-••-•••• on October 30, 2025.
