On April 21, 2026, at approximately 4:28 pm, Wright County Deputy Krueger, was patrolling 72nd St SE/Davidson Ave SE in Franklin Township, Wright County, Minnesota. Deputy Krueger observed a vehicle bearing MN license plate [PLATE REDACTED] which registered to a male, Bruce Edward Richardson (DOB 517/1977), hereinafter Defendant Richardson, with a licensed cancel-inimical to public safety. Deputy Krueger observed the driver was a male that matched the description of the registered owner. Deputy Krueger made contact with the driver who provided the name of his brother, a real person.
While investigating the driver's identity, his passenger, identified as Benjamin Jo Pecka [DOB REDACTED] hereinafter Defendant Pecka stated he knew the male as Bruce. After checking several databases, it was discovered the driver was in fact the registered owner of the vehicle, Defendant Richardson. Defendant Pecka admitted to having methamphetamine in the vehicle. Defendants were placed under arrest, and a search of the vehicle was conducted. Deputy Krueger observed Defendant Richardson to have constricted pupils, sunken cheeks, and what appeared to be pick marks on his arms.
A ziploc bag with crystal-like substance, appearing to be methamphetamine, a schedule-II controlled substance, weighing 2.5 grams in the package, several bubble pipes with white crystalline residue, cut straws and a scale were located inside the vehicle. This was all located on the driver's side door and center console, near Defendant Richardson. Defendant Richardson’s wallet was also located inside the center console. Pursuant to Miranda, a recorded statement with Defendant Pecka was conducted. Defendant Pecka stated he and Defendant Richardson were smoking methamphetamine while driving in the vehicle prior to the traffic stop.
Defendant Pecka was asked about methamphetamine being in the vehicle and he stated he did have some. Deputies located a black zippered pouch in the bag belonging to Defendant Pecka containing white crystal-like substance weighing.59 grams packaged, smoking bong and other drug paraphernalia. Defendant Pecka stated the methamphetamine in his bag belonged to him. Deputy Krueger conducted standardized field sobriety testing on Defendant Richardson and received indications of impairment. A signed search warrant for a sample of Defendant Richardson’s blood or urine was obtained and provided to him.
Defendant Richardson refused to provide a blood or urine sample. Defendant Richardson has a prior implied consent revocation stemming from a DWI refusal under Court File No. 86-CR-25-4892.
