On 10/02/2025, Centennial Lakes Police Detective Mannin conducted an alcohol compliance check at Boulevard Bar & Grill located at [ADDRESS REDACTED] in the City of Lexington, County of Anoka. The Detective sent in under the age of 21 years old buyer, M. S., to attempt a purchase of alcohol. M. S. Was provided a $20 bill and entered the establishment. M. S. Was seated at a booth within the establishment and reviewed a menu for which she chose an option that she assumed to be an alcoholic beverage based on the layout of the menu.
M. S. Stated she was not questioned about her age and was not asked to see her identification. M. S. Was served by an employee, later identified as Ellie May Tottingham [DOB REDACTED], herein the defendant, and was given a loaner brand drink in an unopened can (flavor- sweet orange). M. S. Then advised Detective Mannin via text that she had been served a drink. The Detective entered the establishment and noted the loaner drink is non-alcoholic, but rather a cannabis infused soda containing 10mg of THC. Given this realization, she knew it is still a crime to sell a cannabinoid product to someone under the age of 21. Due to this, the Detective informed the defendant and an unidentified boss/owner, that they had failed a compliance check.
The defendant provided a receipt for the purchase and $12 in change.
