On October 8, 2024, Washington County Sheriff's Deputy Ross Peterson conducted a traffic stop on a vehicle that was displaying a 2025 license plate tab but which state records showed last had tabs issued in 2024. This stop occurred in the City of Hugo, Washington County, Minnesota. Deputy Peterson developed cause to believe that the driver might be in possession of controlled substances and he requested the assistance of a K-9 deputy so that the dog, which was trained to detect illegal drugs, could conduct a sniff search around the perimeter of the vehicle.
When the dog alerted to the presence of drugs, the driver and his female passenger, were removed from the vehicle. Deputy Peterson identified the female passenger as K. T. S. [DOB REDACTED], based on a California driver's license which she provided to him, that appeared to match the description of the female passenger. On the front passenger seat, directly below where "K. T. S." had been sitting, Deputy Peterson located a plastic baggie containing a white crystalline substance later determined through testing to be 2.1 grams of methamphetamine.
The female suspect, "K. T. S." was arrested and taken to the Washington County jail and formally charged with Fifth Degree Controlled Substance Possession in Washington County District Court File No. ••-CR-••-••••. "K. T. S." failed to appear for a hearing on November 20, 2024, and a warrant issued for her arrest. On May 12, 2026, Washington County Sheriff's Office Detective Booth received an email from a Detective Alix Giy with the Sacramento Police Department, in Sacramento, California. Detective Giy advised Det.
Booth that he had taken an identity theft report from the same K. T. S. Who had been charged for the above incident. K. T. S. Went to apply for a passport in California, and was denied, due to an outstanding felony warrant in Washington County Court File No. ••-CR-••-••••. K. T. S. Told Det. Giy that she had never been in Washington County, or even in the State of Minnesota. Det. Booth obtained photographs of K. T. S. And compared them to the images in the Deputy Peterson's body worn camera from the October, 2024 arrest and subsequent booking photos, and confirmed that the individual who identified herself as K. T. S. Was not, in fact K. T. S. And had provided a false name.
Subsequent investigation by Det. Booth, including a review of national FBI records and fingerprint records resulted in a positive identification for the female suspect as JENNY XIONG [DOB REDACTED]. Det. Booth later spoke with K. T. S., who informed him that her wallet, which contained her identification and social security card, was stolen in 2023. A complaint warrant is being requested for Xiong because her current whereabouts are unknown.
