On July 26, 2023, a probationary Domestic Abuse No Contact Order was issued in Anoka County District Court file 02-CR-23-1015. The DANCO prohibits MATTHEW JOHN ANDERSON [DOB REDACTED] from having contact with the mother of his children VICTORIA OLIVIA ELIZABETH WRIGHT [DOB REDACTED]. The DANCO remains valid and in effect. On March 12, 2026, officers were sent to March 12, 2026 at [ADDRESS REDACTED], St. Paul, Ramsey County on two separate welfare check calls. One caller reported that children at the address hadn’t been to school in over a month and a man was present who was not supposed to be there.
The second caller was a home healthcare nurse who said drug paraphernalia and drugs were in plain view and children were running around in dirty and soiled clothing. Officers discovered Wright listed [ADDRESS REDACTED] as her address, and they found the DANCO. Officers entered with a property manager and saw garbage on the floor. Officers saw the sink was full of dirty dishes and standing water. Officers found two younger children fighting in a bedroom. Officers went upstairs and found Anderson and Wright asleep in a bed.
There was a female child covered in sweat and crying in a dresser drawer in the bedroom where Anderson and Wright slept. Officers woke Anderson and arrested him. An officers spoke to the home healthcare nurse who said the drugs were on the main level near the windows. The officer found a clear dish that had crystals and a brown tar substance on it. Next to the dish were two small vials that also appeared to contain drugs. The officer went outside to discuss the situation with the officer who had removed Anderson from the residence.
When officers reentered the home Wright was on the main level and the drugs had disappeared. When asked what happened to the drugs, Wright said she had placed them in a drawer in the room. Officers recovered the drugs and arrested Wright. Four children were inside the home during the incident: JW (YOB: 2017), TA (YOB: 2019), NA (YOB: 2022), and HW (YOB: 2024). The children were placed with child protection after Wright and Anderson were both arrested. Wright was advised of her constitutional rights and agreed to speak to police.
She said she allowed Anderson back into her life for the past few months. She said Anderson had been over to [ADDRESS REDACTED] a lot lately. She knew the DANCO was still in place. She and Anderson and another man all used methamphetamine. The drugs were on a plate in the living room in a common area. She passed out in the early morning hours of March 12, 2026. They then slept in the same bed. Wright acknowledged that the methamphetamine left out could kill a child, and she acknowledged endangering the children by having drugs in the house.
Four items from the residence tested positive for the presence of methamphetamine and weighed over 10 grams – enough weight to support a VOCSL 3 charge.
